I'd like a button that leaves it to the 500 compassionate geniuses to decide on how many (and more importantly: which) regulations to add and/or remove. But this choice of buttons is why the world is a fucking mess. We tell experts to get us the outcome non-experts decided.

Generally I agree, but the specific spectrum of 'amount of regulation' is in itself interesting - what would a city with zero regulation from a governing body look like? About what number or scope of really good regulations would it take to hit 'ideal'?
