I get kinda confused over what to do about 'harassment' and how much we should stop it. What counts as harassment? Should we get the police involved if the harassment is just "doesn't stop sending you messages"? How threatening do they have to be? How much before it's stalking?

I read that harassment is any unwanted action or something, I get harassed every day by advertising, can I call police?

I think the two biggest ones that require some sort of police involvement are credible threats of violence, and the harassment coming from multiple people/sources (for a private citizen). In the sense that there’s multiple people conspiring to damage your reputation in some way.

I'd say that if you're within your rights, have told them clearly and repeatedly to stop, and the person is not stopping any action, messaging, etc., you ought be able to contact the cops.

If multiple attempts to block the person(s) from contacting you have been made, then it seems fair to call it harassment. If person(s) appear mentally unwell, probably best to escalate to LE or another legal remedy.

I think if you've asked someone within your rights to cease and desist behavior aimed at you that upsets or annoys you, and they continue doing it to a point that makes you feel threatened, it's harassment and warrants involving law enforcement.

Maybe there should be a fine for that, like there is for littering.
A piece of litter is not that bad, it would be petty to make it a criminal matter. But if there is no punishment at all then the place gets filthy.
Same with unwanted messages.

It’s turns into harassment when one is clear the attention is unwanted. Stalking involves being followed either in person or digitally.

You have to put it in a context to get a better help. At work, the definition and the redress of clients harassment is different than colleagues harassment.

1/ At one point I was harassed by a girl who had some kind of mental issues. She was sending threatening letters to my girlfriend, and repeated threats of accusing me of things I hadn't done if I didn't meet her, threats she went through with.
