Homeless people make me feel kinda pro-slum. Like, if you've got a bunch of people who can't afford/function in normal housing and are sleeping in tents on the sidewalk, then we shouldn't let normal housing codes stop them from slapping together a shack somewhere.

Get rid of most zoning laws first. Multi-family homes are illegal in my city. Building tiny homes is illegal. Allowing homeless to camp on land that you OWN is illegal here. Both Dems and Reps care too much about their property values to change though.

How about the homeless get to rent city land at the same rate as people parking their cars?

You don't want slums near parks or water sources. I've tried to go teach people here how to dig latrines but they insist on dumping in the creek that runs through the city. Most zoning laws contribute to homelessness. It's illegal to even let them camp on your private land here

While not camping per se, folks in japan are allowed to sleep in many city parks and there are ubitiqous public toilets
