If Joe needs money, and Bob offers Joe $7/hr to mow his lawn, and Joe decides "it's worth it for me to dedicate my body to earning this money," then a law that tells Joe he's not allowed to do this, counts as controlling his body.
If market conditions in Joe and Bob’s locality allow Bob to develop a monopsony on the type of labor Joe is selling, and Joe’s tied to that locale by family bonds, then woe unto Joe unless minimum wage laws are in place! We aren’t all perfectly hard, frictionless, elastic spheres
