If Joe needs money, and Bob offers Joe $7/hr to mow his lawn, and Joe decides "it's worth it for me to dedicate my body to earning this money," then a law that tells Joe he's not allowed to do this, counts as controlling his body.

Joe can do whatever he wants. He can do it for free if he wants. Or if minimum wage is $9 he can give Bob back $2 per hour.
The minimum wage laws do not apply to non corporations.

Minimum wage doesn't forbid you from accepting salaries under the minimum, it only forbids the employer to offer it. And in case he does and get caught, the employer is the one to be charged, not you.
