My concerns are that China won't have a moral problem with these mods, but other countries like the US will, therefore China or any other country that dives headfirst into this tech could possibly outpace everyone

All this would do is reduce socioeconomic mobility. Actually "reduce" is an understatement, this would effectively *end* all economic mobility.

The rich would appropriate the treatment. And governments interested in eugenics. The world’s population is getting smarter anyway, the standard of IQ tests have to be regularly upgraded.
