Call me heartless if you like, but in these "save/kill the baby" scenarios I'll almost always let the baby die for anything with a global impact. Babies die needlessly all the time around the world and we do very little about it already, so what's one more?

A speed limit of 45 mph has real harmful effects on productivity, which translates to reduced economic growth, well-being, and our prospects at ensuring we survive so that trillions of future beings can live. The racism would also lead to much psychological pain for many people.
