It depends on the degree to which they benefit from the bad behavior. For example, a piece of art now worth $100m stolen during WWII. The descendents of the thief would lose when they are forced to return it, but it is fair to do so.
In Australia we've had things like Apology Day regarding the indigenous people that were killed, their children taken away & because of the nature of colonisation. We're taught the old legal doctrines applied at the time are wrong & we should move onwards to try remedy the wrongs

Again I answered "yes" assuming the meaning of "action" as harmful action. I'm from the middle-east and the obvious case is the payment to Kuwait by Iraq for the war reparations. It is the payment by the current Iraqi generation for the damage made by the previous generations.
