All women are arranged on a spectrum of those who wear no makeup to those who wear the most makeup. You must eliminate either the bottom (no makeup) 25%, or the top (most makeup) 25%. Which do you eliminate?

Are those 25% taken out equally from different age groups? If not, seems more like picking to eliminate certain age brackets of women

I would guess that makeup is far more prevalent in first world countries, so eliminating the bottom 25% probably leaves most places with lots of infrastructure relatively stable and able to better coordinate aid to the places that lost large fractions of their population.
