Are those 25% taken out equally from different age groups? If not, seems more like picking to eliminate certain age brackets of women

I would guess that makeup is far more prevalent in first world countries, so eliminating the bottom 25% probably leaves most places with lots of infrastructure relatively stable and able to better coordinate aid to the places that lost large fractions of their population.

forgot to consider b/w countries, but I think eliminating top-25% w/in rich country would also have a worse effect on society (more young&succesful people). If question was "force top-25 not to wear makeup, or bot-25 to wear more" I'd likely go with former though
