Because favoring one group of people can have further negative ramifications down the road. This, in a nutshell, creates systemic racism/sexism.

This scenario is one the many reasons that leaving the fate of a state in the hands of the wealthy is a bad idea. You could criticise both a government and an individual for discriminating like this but can only create policy to stop the former.

As a privately funded and operated charity, he can spend his money how he pleases, and the mouths he's feeding means there's less demand on social programs so they can focus more on non cis-white-men. Now, if he started trying to solicit donations from the public to fund this...

There would be nothing wrong with soliciting donations. Donating is optional, and like our philanthropist, others are free to do what they please with their own money. Being funded by force (I.e. by taxpayer money) would be immoral, though, imo.

Best case scenario, you can make other wealthy people compete with him and each help a different ethnic group. I wonder how many atheists became effective altruists partly because they heard religious people are more charitable.

I'm not sure MORE discrimination is the answer. I'd hope those other charities would chose not to discriminate at all. I mean, it sounds like Bob has some issues, so I'm not sure turning away white cis men from all other charities so that they must go to Racist Bob is helpful.
