No, but it should be decriminalized, which is what I think you are going for with the fourth option.

I voted "Yes-little/no regulation" for reasons of ; most of the girls that I've had the pleasure of making their acquaintance and the couple (2) that I know personally, they have always done very well at regulating themselves as in screening, check ups and so on. Most do fine.

People that say yes, but with regulation are talking about two people engaging in consensual sex like dating, but involving money exchanged. What would you do to regulate that?
