Probably bad or terrible, because so many judgements are made based on looks when meeting in person. It would help attractive women and men who get tons of interest but it probably would not help the men and women who don't get interest, it would just delay their rejection.

Selection effects out the wazoo. Weirdos would be very over represented in userbase, also less physically attractive people/people who don't value physical attractiveness, or at least think they don't.

That's not evidence-based policy - OkCupid tested the service without profile pics (control group and all!) and things worked out better. But customers were still unhappy because they wanted to see profile pics. Something something game theory
