Why? No one is forcing anyone to do anything. Polygon is saying "we want this to happen because people deserve representation," and game devs may or may not take that into consideration. No one has a gun to anyone's head.
Do we? It doesn't actually quantify. And the survey does actually note that the reason it's skewed is possibly of the representation skew in the marketing and game itself.

So if you only produce and market games to men, then that is statistically going to be the population of who plays it. But games that tend to market to a wider audience gains a wider audience.

It is a cyclical process. If games only represented women or marketed to women, then statistically women would dominate. But it wouldn't mean that men don't like video games or wouldn't play them if a game of a certain genre came out that catered to them.
