It's a payment for my passport renewal. I have to enter in my details on a physical form and they'll process the payment for me from there.

The payment will be processed on your card details upon confirmation of your Chip & PIN if sending the documents via An Post.

I'm not paying by chip and pin, it's being processed like a visa payment with the card number and expiry date.

You'll need to confirm this with the Passport Office but your address shouldn't affect the processing of a Visa Debit payment. Thanks, ~DK
