Yes, it is terrible. It should be illegal, but I don’t think it is, because of how funding in Ireland works. An obligation to teach but no confirmation that you will be paid.

Obviously the full context isn't in this tweet, but as far as I know, unless it's specifically tied to a stipend (i.e. paid, but not for tax reasons), this is totally illegal. The fact that they've phrased it as a 'contribution', as if you're volunteering, is telling, I think.
Just going off what someone else was saying somewhere, that because those on stipends must teach, I think the idea is that if the uni is already paying you then they are obligated to your labour. Unsure about the IRC here but it seems to be applied to IRC students too.
