One thing that is really frustrating to me right now, and it’s something that I have discussed, is this idea that PhD students who supply so much labour to universities are just not kept in the loop about plans for teaching and reopening.
I get that, but from what I heard from what some staff have told me is that there are meetings happening over this with schools/dept staff. And if they aren’t informing staff right now then they should be, along with us.

Oh, you're 100% right, there should be much clearer communication. But I'd be wary about drawing a conclusion of 'staff in meetings=staff know things'. I've been in enough (non-ac) meetings which consisted 2hrs of a team asking questions and management obfuscating

That’s true, but what I mean is that staff are at least included in meetings. Even if their voices are being ignored (which I absolutely suspect is the case), they have a space to say that. We don’t.
