I've almost always seen it as pejorative. Via etymology online: "O.E. sweart "black, dark," of night, clouds, also fig., "wicked, infamous," from Proto-Germanic *swarta- ...from PIE root *swordo- "dirty, dark, black" (source of sordid). Of skin color of persons from late 14c.

Interesting. Thanks for sharing. All this time I thought it was just a slightly outdated literary term without much connotation, certainly not this level of negativity associated with it.
