Tutankhamen was not a ruling elite because of the incest in his family. He was a Pharoah who was part of a system that wanted to consolidate power, which is why incest is common among ruling elites.

Is there any textual evidence about first-degree incest as a custom once we get to the historical period in Ireland? Do I recall correctly that one of the law tracts says it’s OK to marry a first cousin in order to keep property in the family?

Not familiar with the law tracts on marriage, although incest is a common trope in the sagas. Unfortunately we have so little evidence for women in the genealogies, but to my recollection I haven’t found specific evidence of first cousins/siblings etc.

However once the genealogies are being written down, the effects of Christianity may have led to some fudging in the genealogies if it was a point of embarrassment? Hard to say.
