It is so frustrating to me that a PhD thesis in a database that my academic library has access to still would cost me $41 USD to purchase now, and while I can do it through ILL, I need to be present physically to get it so it's unhelpful for me while I am out of the country.

And the person who wrote the thing is non-contactable for various reasons, so it's not like I can just ask for a copy from someone, unless someone has a PDF of this thing around.
