If we knew of policies that would clearly increase the overall rate of innovation, they would be worth approving even if they caused enormous costs & social disruption, as long run growth is determined almost entirely by innovation. Alas, we don't know of such policies.

There might well be things that knowledgeable insiders could do, but I'm talking about policy that could be effectively monitored by an ignorant public.

Certainly agree w.r.t. major innovation along the lines of the wheel, steam power, the internet. From the perspective of an outsider, tinkering with “the next big thing” has often looked like play, or art - or lunacy.
