Are you serious? If so, a 0% (outright) acceptance rate says more about us as a community than about the submissions.

I'm having a hard time deciding how I feel about it. On the one hand it feels like we as reviewers just can't get out of our own way. On the other, maybe this is the "journal-style" system working as it should. Combine major+minor rev's and the accept rate is about right.

Is there a difference between "resubmit after major revisions" and "reject"?

Yes – a major revision comes with a list of TODOs from the reviewers (including new experiments) that the authors are expected to carry out. The revision gets sent back to the same NDSS reviewers by Oct 9 who make the final decision.

I would expect that most major revisions eventually lead to acceptance – this has been the case for Oakland (14/15 in 2018, 32/41 in 2019), so it's not that bad IMO.
