    Pentagon's new interim software acquisition pathways creates an "expedited" requirements process. So too are programs on the middle tier and urgent capabilities pathways. If all programs are expedited, then no programs are expedited.

    Navy tried (and congress denied) including hospital, logistics, and incomplete ships in the battle force count. Now, it does *not* want to count unmanned ships. ComNavOps figures Navy wants it that way to make a play for higher budgets to hit 355 ships.

    There were 6,500 band players in the military in 2016, which is just 1,600 fewer than the total State Dept foreign service officers. An Army colonel told me we spend $300M on the bands, which works out to ~46K per person per year. Sounds about right.

    Found out F35 target of $25K per flying hour was in base year 2012... meaning by the time Lockheed expects to get there in 2033 (if given a 5 yr PBL) the actual dollar figure will be $37K. ... now is that TAI or PAI?

    There are no mistakes in the DOD so long as they can be related to an approved plan and fully documented. Layers of approval make the highers in OSD and Congress complicit -- and in any case they couldn't say for sure how the actuals related to the plan.

    ... when a directive such as the one you propose is issued, most of the effort goes into the creation of additional management systems and reports and the preparation of large numbers of documents within the Service to ‘prove’ that the requirements of the directive are being met.

    Perhaps most important, you still need to line up funding 2+ years in advance. Full 5 year plan in its own program line item in budget, fully justified to Congress.

    New Middle Tier policy out (DoDI 5000.80). Some thoughts: -USD(A&S) comes roaring back into service-level decisions -USD(R&E) advisory role only -Expect cost data on contracts -Reqts policy unclear -Different documentation bw major and non-major programs

    Space Force will have more control underneath the Air Force than the Marines Corps currently does under the Navy... That doesn't mean it has complete control. So where can we expect conflict to arise? Not reqts Not acquisition --> Program budgets!

    Two (of many) problems for DOD to access burgeoning Deep Tech ecosystem: 1. spreading small SBIR $ across a bunch of companies, not doubling-down on the best teams/tech 2. need more shared services/equipment to lower barrier to entry... like AWS of everything (even hardware)

    LTG Westley: a good concept is infeasible. He means new tech or operations cant happen in existing institutions. Agree? Maybe. But that presupposes the concept is right.
