A security guard has zero police powers. Their job is to observe and report. They are private citizens. They are not agents of the state. Guards are not even supposed to chase down people. Again, observe and report. The guard is supposed to notify police and is supposed to log it

I might be wrong, but I think the words “security” and “guard” both implicitly signal more should be done than observing.

He is there to protect the people. A simple crime, it's view, report and make sure people are safe. If someone was threatened he could step in. Trust me, I worked as security, we used to be able to tackle thieves in the store.. then it became watch em.

Tackle thieves? Well, you sure are looking to sued. A security guard is a private citizen with zero police powers. Tackling suspects puts you in line for a lawsuit.
