Once monetization has been disabled, you can re-apply after 30 days from when you received the decision email. More info here: https://goo.gl/nvqpyC . Hope this helps clarify!

That is what did before and had no success. I need to know exactly what is wrong. This is very frustrating. The email is very vague. Is there anything you can do perhaps give me a true explanation instead just category reason.
