A big part is to strengthen our requirements so spammers, impersonators and others can’t hurt our ecosystem. Your channel won't be removed if it drops below the threshold. We're still finalizing the details and will share more info soon.
My biggest question regarding the @TeamYouTube update to YouTube's monetisation eligibility, is if these criteria act as a gate for someone getting into the program, or as a constant monitor that will kick someone back out if their channel ever under-performs.

Didn't the article mentioned something about recurring evaluations?

I'll have to reread, I didn't think it did though. Only mentions I remember were that when this criteria comes into effect, all channels will be evaluated, and those that fall short, will lose monetisation. But I'm not sure if that will be an ongoing thing moving forward.
