For upstate it isn't about the national leadership, it's that many feel that Cuomo and other NYS politicians only care about downstate and leave upstate as an afterthought. Upstate vs. Downstate can be > liberal vs. conservative.
Cynthia Nixon, challenging Cuomo from the left, polls strongest upstate and with Dems who self-ID as conservative. This is a trend that’s repeated at least since the ‘08 presidential primary. Seems like a way to register frustration with national party brand/leadership.
