It's actually because taxis are *essential* (people need to get to work) and places of worship are not! (People can pray at home). That said taxis at 100% is also wrong!
4. Similarly, despite adhering to strict health protocols, churches, mosques, synagogues & temples are summarily closed, while shopping malls, taxi’s & busses remain fully operating. Is it because the taxi industry flatly refused to adhere to lockdown regulations?
