          A secular state is a state or country thats officially neutral in matters of religion, supporting neither religion nor irreligion. A secular state also claims to treat all its citizens equally regardless of religion.

          The Constitution accords both culture and religion equal recognition and protection. Section 9(3) of the Constitution prohibits the state from unfairly discriminating against anyone on one or more grounds, including, among others, ‘religion, conscience, belief, [and] culture’
