Well yes both matter: this heinous & barbaric vigilantism needs investigation either by SAPS, or by a different country. When it occured also matters: either SAPS already has it and it was/is being investigated, or it must be sent to them immediately.
Are we sure this heinous and barbaric act took place recently and in South Africa?
