There is difference between saying that restrictions "may" apply (what Prof Karim says here), and saying that they "will" apply, as you describe it. It is probably better to withdraw this comment to avoid further embarrassment (and natural association with #VaccineSkeptics).
It's a valid question that South Africans have the right to know the answer to. It should not be withheld.
