Votes submitted by mail or dropbox are legal up until election day in all States, and all States allow time for these to be counted. You will not get peace in a country if you disenfranchise legal voters who opted to avoid the queues during a severe pandemic. Disappointing, ACDP.
You've cited one of the legal ways of voting, which is correct. But be aware that there are widespread allegations with numerous first hand witness accounts, that the mail-in ballot system was abused in multiple ways. Wait for the courts to decide on these.

Allegations by supporters
So far every court bid has been thrown out -
“Dead guy” - voter’s deceased father of same name. “Ballot stuffing” - Russian photograph. “Banned observers” - right there 6 feet away. Mysteriously no one who saw any of the supposed outrages had a phone on them. And so it goes. Would be funny if it didn’t put lives at risk.

It is complete nonsense. None of these “witnesses” have been able to show evidence of their claims, and this in one of the most closely watched elections in American history. Nor explain why these “abused” ballots failed to help down ticket races.
