We believe that the R20 billion for municipalities announced by @PresidencyZA, ought to come with clear National Treasury instructions limiting what municipalities can spend the remainder of their funds on, eg: not on massive increases for senior staff.

Municipalities cannot approach the finalisation of their 2020/21 budget as if its 'business as usual'. At least for the next financial year or more, 'nice-to-have' projects will have to be shelved or rephased, and the health, social and safety of all their ratepayers prioritised

The other problem @PresidencyZA - our elected Councillors are being shut out & prevented from exercising legislative oversight over the municipal executive. #Strandfontein Homeless camp is a perfect example. Elected opposition Cllrs are barred from entering to exercise oversight
