It's not about being symptomatic or not. It's about EXPOSURE to a carrier. Get it?
Nobody knows when they have been exposed to someone who is positive, or to a surface with the virus on it.

No. At the time of the breakfast event on 10 & 11 March nobody had been tested and found positive. The 5 people were only tested a week later on 16&17 March.
