Rights are limited when they infringe on others rights . Does a school teacher have the right to swear in a classroom or state her opinion on any subject ? The application of rights is logical . There would be no recourse in a bar or nightclub.

There is no "right" that restricts swearing. And who determines what is proper/improper behaviour? State does not get to determine what is conventional or not in people's social lives. Regulators must keep their personal & puritanical narratives to themselves.
