    Registered Voters plus the s24 votes (VEC4) is the theoretical maximum of votes that can be cast in a voting station. See this list from 2014, where MANY VDs exceed this. It is either extra ballot papers, or unchecked double voting. Maybe the needs to explain.

    This is a list from 2014 of voting stations where either Nat or Prov votes cast exceeded Registered voters by at least 500. The s24s are forms for voting outside of your VD. There are over 400 with a gap of at least 100. Important to watch this aspect.

    If one thinks about possible election results by province, comparing 2014 numbers, and looking at what has been happening in each area, I can't help but feel that we are in for some big surprises. I feel that sentiment around national results is misleading, and provinces are key.
