This is exactly the sense in which Sanders really is a socialist. He isn't content with large Nordic-style transfers, he really does want the govt to micromanage production.

The simplest explanation is that fracking has a bad reputation and he can score a lot more political points by opposing it specifically than by endorsing a broader, but less salient, policy of carbon emission reduction.
