The new police force unionized a year after taking over and is smaller than the old one. It also changed a ton of policies including starting scoop an carry and moved from broken windows to community policing and increased other social services in Camden.

anyway, we all agree the old contract was bad and bloated post-recession and the old way of policing was flawed...but that's not being "heavily unionized"

yep, no arguments there. but they needed the freedom to start from scratch because the old contract was a one-way ratchet that made it prohibitive to get force even back to where it was -- note the *raises* given out during the layoffs.pic.twitter.com/aFQXLECg9U

This seems more like evidence austerity is a really crappy response to fiscal crises. But yes--some contracts are bad contracts. Philly's police union contract is a debacle, for example. But that's more about specific local politics than "heavily unionized" or not
