He waiver being used is a 1332 waiver which was put into the ACA to allow state flexibility (yes, Obama and Democrats believe in it too) to create innovative offerings so long as the number of ppl covered, affordability and comprehensiveness of coverage aren’t reduced. 3/
Eight waivers have been granted— all of which have reduced premiums and everyone has benefitted. But Trump wants to give states more flexibility by reinterpreting the guidelines states have to follow. 4/
So Trump is changing the rules in a major way— -Insurance coverage will now be defined as having ACCESS to it. Not actually having it. -Junk plans can count as coverage -Everyone doesn’t need to be better off. Some can be better, some worse -Two risk pools for sick/healthy OK 5/
