Yes, but MiFID II makes it complicated. There's a ban to buy (but not to own) most USA ETFs from the EU by nonprofessional investors. But you can sell put options just before expiry date and ensure they're executed. Interactive Brokers has options on, at least, ARKW and ARKK.
