    Issue arose because owners of a NW Ks dairy farm sued over a 1967 law banning off-farm advertising of raw milk product. State agreed not to enforce it in settling the case, but it led to talk of banning raw milk sales. Ks Dept of Agriculture sought labeling law instead.

    The Senate voted 18-17 against an amendment to the sports betting bill to lower the state's take on slots at The Woodlands dog and horse racing park in KCK. The vote:

    There's also the question of whether the state should try to revive long-closed dog and horse racing tracks. The 2007 casino law also allowed slot machines at tracks, but track owners have said that the state's take of the revenue is too high for slots to be profitable.

    The bill authorizes online sales of lottery tickets, but under tight conditions (no music or graphics that look, sound or feel like slot machines.) Lottery says it would boost sales by $3M a year and that less restrictive provisions could boost sales $27M a year.

    Estimates are that sports betting would bring in a few million dollars a year. That's because 95% of the money wagered goes back to the players in prizes.

    The lottery has contracts with private companies to manage its casinos in KCK, south of Wichita, Dodge City and SE Kansas. Under the Senate bill, sports wagering would be through the casinos, though they could develop phone or computer apps to take wagers.

    Some background: KS Constitution generally prohibits lotteries but in 1986, voters approved amendments making exceptions for a state lottery and pari-mutuel wagering on dog and horse races. In 2007, to authorize casinos, lawmakers made them state-owned, under the lottery.
