He wasn't part of the tribe or of native decent, he just lived there. As such federal and state law applied to him instead of tribal law. This means legally, only the government could intervene here and not local tribal government.

The government gave the Native Americans This Land. I'm confused I thought pot was legal now from medicinal purposes and you can have pot Farms legally for medical reasons until they can get an FDA approved Pharmaceutical.

He was carrying more than you could legally grow. He wasn't a native or part of the local tribe either, he just lived on the land.
