I worked at a prison for 30 years. The unchecked corruption and abuse starts at the very top. The correctional staff at the bottom are the direct result of no accountability from the top or anywhere in between.

In some cases the COs don't have a choice. Inmates get friends on the outside bullying and threatening the guards families to force them to bring in contraband.
