This was actually used in a James Cobb book years ago. It was Africa and they pushing homeless, political dissidents and other undesirables across the border to destabilize the other country as pretext to taking control and “helping” everyone

Now the tables have turned, you guys are unhappy. Where were you when EU allied with the US to destroy Libya, Syria, Iraq, Afghanistan? Africa, after 100s of years of brutal colonization, has remained underdeveloped after independence. Actions have results. Deal with it.
