This is the traditional Infrastructure bill passed with bipartisan support by the Senate. McConnell & others voted for it - bridges, roads, fast internet, etc.

How could this possibly be a 'victory'? Didn't this thing start of at somewhere around 10 trillion? Now it's just over 1/10th of that. And it took forever to get that passed, in a Congress 'controlled' by the President's own Democratic party. Doen't look like a vitory to me.
