It was a bad law to begin with.

Are the manufacturers of home pregnancy tests behind this law?
-
Nope, health insurance providers are the biggest sponsors of the bill. Probably because having a full term pregnancy is more expensive than a one time operation.

If they really care about the unborn children, why don't they care about the plights of children who are hungry and sick without health insurance?

It is NOT 'cardiac activity' There is nothing that even remotely resembles a heart at 6 weeks.
-
It's literally a clump of cells that starts to produce a detectable electrical signal that our MACHINES then produce into a rhythmic pulse sound. It's not a 'heart beat' and it's not 'cardiac activity' because there is NO heart or cardio- system. At all. None.

Women don't even know they're pregnant until around 6 weeks. Heart doesn't fully develop until 10-12 weeks. Brain takes 24 weeks to develop enough to feel remotely anything. This is also anti-semitic, since Jewish law dictates the fetus is a woman's property and not life.

"Cardiac activity" -- notice they can't actually call it a heartbeat, because it isn't.
