Homeless people dont have cell phones. Same with many elderly. They need a more comprehensive notification process that includes everyone.

We received constant warnings in an area that typically does not flood to the degree of the warnings. Meanwhile, we slept through the tornado warnings that happened overnight.

Flash flood warning over large areas are ignored because you don’t know they apply to you. Tell me my block is expecting significant flooding and I would take action. People in my town in flood zone brought stuff up from the basement and their whole house flooded.

No one expected the level of rain we got and messages didn’t indicate how bad it was getting. Nobody was told to evacuate. Just stay off the roads.
