Ideally, many people from New Orleans and the Gulf coast should be resettled further away from the low lying areas. But most people can’t afford to move. And flood insurance will pay to rebuild in the same location. but not to move.

One can move and relocate when they are down and out with nothing. They do it all the time. It's called life. It isn't bad to help someone. In fact I encourage it. Churches can sponsor a person to move. There can be legal actions to make the monies available for relocation
