All arrests are accusations until proven in court. And resisting arrest is a crime in and of itself. If a cop detains you and you decide you want to leave anyway, then fight when they attempt to stop you from leaving, that's the crime of resisting arrest.

Why was he struggling with them? Did he think there is a law that says if people wriggle out of police detention he is automatically granted immunity ? What was the outcome he expected ?
