I can also TELL YOU that salt air and salt water damages cement- IT REQUIRES a lot of maint and special care to prevent the rebar and supports from railing. I saw this out in the Marshall Islands- CEMENT with Rebar fails fast because of the salt air.

Is not spending money worth dying for? That seems counterproductively cheap. No one could predict exactly when it would fall, but how do you decide the urgency of a situation when you don't know how long you have left to act? Whatever happened to erring on the side of caution?

they are past caring- BUT IF THEY REFUSED TO PAY for upgrades and maint, then what should we think? They didnt want to pay for the cost of safety -oh well

They should have put a temporary fix if that was possible instead of making people sit there. Strata did not do it job basically - which is caring for property.
