This has needed to be done for a long time. My great-great-uncle made homemade guns, black powder in those days, and he stamped each and every finished gun so he'd know who had his rifles and pistols. If he had the sense to do it then, others can do it now.

If you have the means to make guns on your own it would be hard to enforce this idea given you wouldbt know who has one ubtil its used at the range for hunting or harmful reasons.

They already do. Why is this a thing? Lowers have serial numbers. You submit a background check just like a regular gun when you purchase one from a licensed dealer.
